On the subject cited above, this is regarding Commencement of September 2023 Cycle for Rule 38 online transfer of UP Circle. In this connection, following instructions need to be followed:
All SPOCs may kindly note that vacancy capturing has been enabled.
All Divisions to ensure that vacancy is captured by 05th of September and thereafter Circle Office to complete vacancy capturing by 07th of September.
It may be noted that in no extension of time will be given. All units to be very careful while capturing vacancy to avoid any editing.
It may also be noted that in case any unit / Circle is unable to finish vacancy capturing, system will proceed further by marking ‘ZERO’ vacancy, for which concerned unit will be responsible.
While capturing the vacancy for transfer under Rule38 in online portal, Para B (VI) of Directorate Guideline no. X-12/6/2021-SPN-II dated 03.02.2023 may strictly be adhered to.
Posts on which officials are working in temporary transfer/attachment basis should be treated as Vacant and the same may be shown as a Vacancy while filling in online portal of Rule38.
Meanwhile the Circle/Divisions also need to complete the process of recommend/not recommend process of the applications received in respect of their units and to finalize the data verification before 07.09.2023.
